GUIDELINES ON THE PILOT IMPLEMENTATION OF ALERT LEVELS SYSTEM FOR COVID-19 RESPONSE IN THE NATIONAL CAPITAL REGION

GUIDELINES FOR AREAS UNDER ALERT LEVEL 5.

Areas placed under Alert Level 5 shall observe the guidelines applicable to Enhanced Community Quarantine as provided for under the IATF Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines, as amended.

GUIDELINES FOR AREAS UNDER ALERT LEVEL 4.

Areas placed under Alert Level 4 shall observe the following protocols:

• Following people are not allowed to go outside their homes provided, that they shall be allowed access to obtain essential goods and services, or for work in permitted industries and offices:

1. persons aged 18 below and 65 above
2. persons with comorbidities and other health risks
3. pregnant women

• Travel to another with a different quarantine level from their residence is allowed provided that the destination is permitted in the following paragraphs.
• Individual outdoor exercises shall be allowed for everyone regardless of comorbidity or vaccination status, as long as they stay within their barangay/purok/subdivision/village. Wearing of masks and social distancing shall still be observed.
• The following establishments and/or activities characterized as high-risk for transmission shall not be allowed to operate:

1. indoor tourist attractions (libraries, museums, galleries)
2. indoor venues for meetings, conferences
3. indoor entertainment venues (cinemas, clubs, bars, theaters)
4. outdoor and indoor amusement parks (playground, perya, kiddie rides)
5. indoor recreational venues (internet cafe, billiard hall, bowling alley, arcades)
6. Indoor limited face to face or in-person classes, examinations, and other education-related activities at all levels, except those previously approved by the IATF and/or of the Office of the President;
7. Casinos, horse racing, cockfighting and operation of cockpits, lottery and betting shops, and other gaming establishments except as may be authorized by the IATF or the Office of the President;
8. Social events (parties, wedding receptions, motorcades, family reunions)
9. indoor sport venues, fitness studios, gyms
10. Personal care services (derma clinic, makeup salon, aesthetic clinics and other similar services)
11. Specialized markets of the Department of Tourism such as Staycations.

• Outdoor or al fresco dine-in services in restaurants and eateries shall be allowed at a maximum of thirty percent (30%) venue/seating capacity regardless of vaccination status. Indoor dine-in services may be allowed at a limited ten (10%) venue/seating capacity but will cater only to individuals fully vaccinated in addition to their allowed outdoor or al fresco capacity. All workers should also be fully vaccinated and all public health standards are observed.

• Personal care services limited to barbershops, hair spas, nail spas, and beauty salons shall be allowed at a maximum of thirty percent (30%) venue/seating capacity if such services are conducted outdoors regardless of vaccination status. These establishments are allowed to operate at a limited ten percent (10%) indoor venue/seating capacity but may only cater to individuals who are fully vaccinated against COVID-19 in addition to their allowed outdoor capacities.

• In-person religious gatherings shall be allowed at a maximum of thirty percent(30%) venue/seating capacity if conducted outdoors regardless of vaccination status. These gatherings may be allowed at a limited ten (10%) venue/seating capacity but may accommodate only individuals who are fully vaccinated againstCOVID-19 in addition to their allowed outdoor capacities. Religious leaders and their assistants should also be fully vaccinated and public health standards are observed.
• Necrological services for non-COVID-19 deaths are allowed, but to be attended only by immediate family members.
• Except those located in areas covered by granular lockdowns, all other establishments, or activities not otherwise specified may be allowed to operate or be undertaken at 100% on-site or venue/seating capacity, provided they implement the minimum public health standards. However, they are encouraged to implement WFH or flexible work arrangements if possible.

GUIDELINES FOR AREAS UNDER ALERT LEVEL 3.

Areas placed under Alert Level 3 shall observe the following protocols:

• Persons aged 18 and 65 above, and people with comorbidities are still not allowed to leave their homes, except when they need to obtain essential goods and services.
• Travel to another with a different quarantine level from their residence is allowed provided that the destination is permitted in the following paragraphs.
• Individual outdoor exercises shall be allowed for everyone regardless of comorbidity or vaccination status, as long as they stay within their barangay/purok/subdivision/village. Wearing of masks and social distancing shall still be observed.
• The following establishments are allowed to operate at 30% maximum on-site or venue/seating capacity:

1. indoor tourist attractions (libraries, museums, galleries)
2. indoor venues for meetings, conferences
3. indoor recreational venues (internet cafe, billiard hall, bowling alley, arcades)
4. Indoor face to face or in-person examinations approved by the IATF;
5. Casinos, horse racing, cockfighting and operation of cockpits, lottery and betting shops, and other gaming establishments;
6.  In-person religious gatherings; 
7. Gatherings for necrological services, wakes, inurnment, and funerals for those who died of causes other than COVID-19;
8. Social events (parties, wedding receptions, motorcades, family reunions)
9. Indoor dine-in services (commissaries, restaurants, and eateries)
10. indoor sport venues, fitness studios, gyms
11. Personal care services (derma clinic, makeup salon, aesthetic clinics and other similar services)

• Except those located in areas covered by granular lockdowns, all other establishments, or activities not otherwise specified may be allowed to operate or be undertaken at 100% on-site or venue/seating capacity, provided they implement the minimum public health standards. However, they are encouraged to implement WFH or flexible work arrangements if possible.

GUIDELINES FOR AREAS UNDER ALERT LEVEL 2.

Areas placed under Alert Level 2 shall observe the following protocols:

• Persons aged 18 and 65 above, and people with comorbidities are still not allowed to leave their homes, except when they need to obtain essential goods and services.
• Travel to another with a different quarantine level from their residence is allowed provided that the destination is permitted in the following paragraphs.
• Individual outdoor exercises shall be allowed for all ages regardless of comorbidities or vaccination status.
• The following establishments are allowed to operate at 50% maximum on-site or venue/seating capacity:

1. indoor tourist attractions (libraries, museums, galleries)
2. indoor venues for meetings, conferences
3. indoor entertainment venues (cinemas, clubs, bars, theaters)
4. outdoor and indoor amusement parks (playground, perya, kiddie rides)
5. indoor recreational venues (internet cafe, billiard hall, bowling alley, arcades)
6. Indoor face to face or in-person examinations approved by the IATF;
7. Casinos, horse racing, cockfighting and operation of cockpits, lottery and betting shops, and other gaming establishments;
8.  In-person religious gatherings; 
9. Gatherings for necrological services, wakes, inurnment, and funerals for those who died of causes other than COVID-19;

• Agencies and instrumentalities of the government shall remain to be fully operational and shall adhere to at least 50% on-site capacity while applying work-from-home and other flexible work arrangements.

GUIDELINES FOR AREAS UNDER ALERT LEVEL 1.

Areas placed under Alert Level 1 shall observe the following protocols:

1. Movement of persons shall be allowed except for reasonable restrictions on activities and spaces that are closed, crowded, or enable close contact, as may be identified by the LGUs subject to the oversight, monitoring, and evaluation of their respective RIATF. 

2. Except for those located in areas under granular lockdowns, all establishments, persons, or activities, are allowed to operate, work, or be undertaken at full on-site or venue/seating capacity provided it is consistent with minimum public health standards.
